Carbon Cap: For the first time in the U.S., a proposed fertilizer plant was issued a permit that limits its carbon emissions. The action comes after the Sierra Club and Idaho Conservation League challenged an initial permit that didn't limit the plant's greenhouse gas emissions. Sierra Club and New York Times.
