Shakes Persist: A 7.4 aftershock hit Japan’s northeastern coast today, about 70 miles from Fukushima. Though a tsunami warning was issued, the aftershock did not cause any serious damage. New York Times and Time

Green Victory: Senate Democrats defeated a Republican effort to ban the EPA from controlling the gases blamed for climate disruption. San Francisco Chronicle and Reuters

Carbon Collaboration: The E.U. plans to link its emissions trading scheme (ETS) with California’s carbon market, joining two of the world’s largest carbon markets. Guardian

At What Cost?: Though the Department of Water and Power met its goal of achieving 20% renewable energy by 2010, it did not adequately track the cost, an audit has found. Los Angeles Times

Google Does Good: Google invested millions of dollars in one of Germany’s biggest solar plants, marking its first clean-energy investment in Europe. Wall Street Journal
